Senate passes bill imposing N50,000 fine for preaching, hawking in commercial buses

The Senate has passed the Federal Road Safety Corps (FRSC) Act (Amendment) Bill, 2026, proposing a N50,000 fine for anyone caught preaching, hawking or trading inside commercial buses.

The amendment, which is awaiting presidential assent, is part of efforts to strengthen road safety enforcement and improve order on Nigerian roads.

Beyond the proposed penalty for activities inside commercial vehicles, the bill also introduces stiffer sanctions for several traffic offences.

Motorists who fail to obey traffic lights, road signs, pavement or road markings will face a N100,000 fine upon conviction.

The proposed law also raises the penalty for driving under the influence of alcohol or intoxicating drugs from N5,000 to N100,000, with offenders liable to up to two years' imprisonment, or both.

Drivers who refuse to cooperate with FRSC officials during roadside breath tests conducted on reasonable suspicion could also face a N50,000 fine, six months' imprisonment, or both.

In addition, the fine for speeding has been increased from N5,000 to N100,000, while reckless driving will attract a N100,000 fine, up to two years' imprisonment, or both.

According to the Senate, the amendment is aimed at strengthening the FRSC's enforcement powers, improving compliance with traffic regulations and enhancing safety on roads across the country.

The bill will only become law after it is signed by President Bola Tinubu.
